Narrative:

Air carrier X while in cruise flight at FL240 60 NM southwest of dryer VORTAC tracking inbound for landing at cleveland. We were handed off to cleveland center who gave us a 30 degree turn to the left to avoid traffic. Approximately 30-45 seconds later we were cleared direct dryer VORTAC. The captain turned right, 30 degree bank and upon rolling out for direct we were given a TCASII TA. Followed almost immediately by an RA to climb at a rate of at least 2200 FPM. Clear of conflict command was given at 25400 ft. We advised cleveland center that we had a TCASII RA and were descending back to FL240. Exact distance from the other air carrier Y is unknown. I believe center turned us back to dryer a little sooner. After leveling at FL240, cleveland advised us that we were well clear of traffic at all times. As stated earlier I believe this RA was the result of cleveland center turning us back for direct dryer too soon. Supplemental information from acn 204275. ATC cleared us direct to the VOR and as we began our turn we received an RA. I disengaged the autoplt and followed the uui command. I climbed 1500 ft before the maneuver was terminated. We never saw the other airplane even though we were VFR.

Title: ACR X TCASII TA RA EVASIVE ACTION TAKEN UNAUTH CLB FROM ASSIGNED ALT. PLTDEV.

Narrative: ACR X WHILE IN CRUISE FLT AT FL240 60 NM SW OF DRYER VORTAC TRACKING INBOUND FOR LNDG AT CLEVELAND. WE WERE HANDED OFF TO CLEVELAND CTR WHO GAVE US A 30 DEG TURN TO THE L TO AVOID TFC. APPROX 30-45 SECONDS LATER WE WERE CLRED DIRECT DRYER VORTAC. THE CAPT TURNED R, 30 DEG BANK AND UPON ROLLING OUT FOR DIRECT WE WERE GIVEN A TCASII TA. FOLLOWED ALMOST IMMEDIATELY BY AN RA TO CLB AT A RATE OF AT LEAST 2200 FPM. CLR OF CONFLICT COMMAND WAS GIVEN AT 25400 FT. WE ADVISED CLEVELAND CTR THAT WE HAD A TCASII RA AND WERE DSNDING BACK TO FL240. EXACT DISTANCE FROM THE OTHER ACR Y IS UNKNOWN. I BELIEVE CTR TURNED US BACK TO DRYER A LITTLE SOONER. AFTER LEVELING AT FL240, CLEVELAND ADVISED US THAT WE WERE WELL CLR OF TFC AT ALL TIMES. AS STATED EARLIER I BELIEVE THIS RA WAS THE RESULT OF CLEVELAND CTR TURNING US BACK FOR DIRECT DRYER TOO SOON. SUPPLEMENTAL INFO FROM ACN 204275. ATC CLRED US DIRECT TO THE VOR AND AS WE BEGAN OUR TURN WE RECEIVED AN RA. I DISENGAGED THE AUTOPLT AND FOLLOWED THE UUI COMMAND. I CLBED 1500 FT BEFORE THE MANEUVER WAS TERMINATED. WE NEVER SAW THE OTHER AIRPLANE EVEN THOUGH WE WERE VFR.
