Narrative:

Aircraft X was on approach to mmv with the control zone IFR. Aircraft Y was on the ground with a clearance to depart but was given a 'hold for release' through mmv FSS. My D side went to pass the inbound to mmv FSS, told the aircraft Y on the ground to expect his release when the inbound got on the ground. Mmv then advised my D side that the aircraft on the ground did not get a 'hold for release.' I asked aircraft X on approach his position (he was non radar) and advised him of the situation. He said he was over the airport and had the departing aircraft Y in sight.

Title: ACFT X HAD LTSS FROM ACFT Y AT IFR UNCTLED ARPT. SYS ERROR.

Narrative: ACFT X WAS ON APCH TO MMV WITH THE CTL ZONE IFR. ACFT Y WAS ON THE GND WITH A CLRNC TO DEPART BUT WAS GIVEN A 'HOLD FOR RELEASE' THROUGH MMV FSS. MY D SIDE WENT TO PASS THE INBOUND TO MMV FSS, TOLD THE ACFT Y ON THE GND TO EXPECT HIS RELEASE WHEN THE INBOUND GOT ON THE GND. MMV THEN ADVISED MY D SIDE THAT THE ACFT ON THE GND DID NOT GET A 'HOLD FOR RELEASE.' I ASKED ACFT X ON APCH HIS POS (HE WAS NON RADAR) AND ADVISED HIM OF THE SITUATION. HE SAID HE WAS OVER THE ARPT AND HAD THE DEPARTING ACFT Y IN SIGHT.
