Narrative:
Small transport X departed eug IFR climbing to 9000 and was being vectored on course. I instructed small transport X to maintain 8000' because I had IFR aircraft Y at 9000 ft, small transport X acknowledged. I observed small transport X mode C at 8400 ft as he was in the 9000 ft traffic's 11 O'clock, 3 mi, converging. I instructed small transport X to descend immediately to 8000 ft and instructed aircraft Y to turn left immediately. The targets got to within 1 1/2 mi and 300 ft.

Title: SMT X UNAUTHORIZED CLB TO OCCUPIED ALT HAD LTSS FROM ACFT Y. PLTDEV.
Narrative: SMT X DEPARTED EUG IFR CLBING TO 9000 AND WAS BEING VECTORED ON COURSE. I INSTRUCTED SMT X TO MAINTAIN 8000' BECAUSE I HAD IFR ACFT Y AT 9000 FT, SMT X ACKNOWLEDGED. I OBSERVED SMT X MODE C AT 8400 FT AS HE WAS IN THE 9000 FT TFC'S 11 O'CLOCK, 3 MI, CONVERGING. I INSTRUCTED SMT X TO DSND IMMEDIATELY TO 8000 FT AND INSTRUCTED ACFT Y TO TURN LEFT IMMEDIATELY.
