Narrative:

We were flying to the airport to off-load cargo. WX conditions were checked. Conditions were reported as being below those necessary to land the aircraft. (Partially obscured, 100 ft overcast and 1/16 mi visibility). We were near the airport in beautiful VMC. We decided to fly to the airport to see how conditions were and whether we would wait for the sun to burn off the fog while we were holding or go to an alternate. Approach vectored us for runway 32. We made it clear to approach we didn't intend to land. We were handed off to the tower which cleared us for the ILS to land. This was followed by asking us to report the OM. The tower said there were service vehicles out. We replied to this that we weren't trying to execute an approach and to not land. We were in VMC. Tower listened to us and seemed to understand because the clearance was changed to an option. By this time we must of been well past the OM. During the approach the visibility straight down was excellent. All the approach lights were picked up including the runway lights. Forward visibility was better than reported. We executed the missed approach as published so the tower and approach would know exactly where we were going. Before being handed off back to approach we were notified we hadn't notified the tower of the OM. We were so busy talking to the tower trying to make them aware of our intentions we must have forgotten to call them at the OM (or we missed the OM navigation-wise). We apologized for missing that call. Another approach was requested. We thought conditions were improving and wanted to see if 32 looked better and to make a close look at runway 14 and 4/22. On the second pass we were radar vectored again. I don't remember anything unusual or being asked to make an OM call. Conditions weren't improving rapidly enough and we found out one of our agents was already at the alternate so we went there. No one asked us to call about the OM call or the low approachs until late in the day.

Title: ATX FLC ON FRT FLT EXECUTES A 'LOOK-SEE' APCH WITH WX BELOW APCH MINIMA, ALSO FORGET TO CONTACT TWR AT OM.

Narrative: WE WERE FLYING TO THE ARPT TO OFF-LOAD CARGO. WX CONDITIONS WERE CHKED. CONDITIONS WERE RPTED AS BEING BELOW THOSE NECESSARY TO LAND THE ACFT. WE MADE IT CLR TO APCH WE DIDN'T INTEND TO LAND. WE WERE HANDED OFF TO THE TWR WHICH CLRED US FOR THE ILS TO LAND. THIS WAS FOLLOWED BY ASKING US TO RPT THE OM. THE TWR SAID THERE WERE SVC VEHICLES OUT. WE REPLIED TO THIS THAT WE WEREN'T TRYING TO EXECUTE AN APCH AND TO NOT LAND. WE WERE IN VMC. TWR LISTENED TO US AND SEEMED TO UNDERSTAND BECAUSE THE CLRNC WAS CHANGED TO AN OPTION. BY THIS TIME WE MUST OF BEEN WELL PAST THE OM. DURING THE APCH THE VISIBILITY STRAIGHT DOWN WAS EXCELLENT. ALL THE APCH LIGHTS WERE PICKED UP INCLUDING THE RWY LIGHTS. FORWARD VISIBILITY WAS BETTER THAN RPTED. WE EXECUTED THE MISSED APCH AS PUBLISHED SO THE TWR AND APCH WOULD KNOW EXACTLY WHERE WE WERE GOING. BEFORE BEING HANDED OFF BACK TO APCH WE WERE NOTIFIED WE HADN'T NOTIFIED THE TWR OF THE OM. WE WERE SO BUSY TALKING TO THE TWR TRYING TO MAKE THEM AWARE OF OUR INTENTIONS WE MUST HAVE FORGOTTEN TO CALL THEM AT THE OM (OR WE MISSED THE OM NAV-WISE). WE APOLOGIZED FOR MISSING THAT CALL. ANOTHER APCH WAS REQUESTED. WE THOUGHT CONDITIONS WERE IMPROVING AND WANTED TO SEE IF 32 LOOKED BETTER AND TO MAKE A CLOSE LOOK AT RWY 14 AND 4/22. ON THE SECOND PASS WE WERE RADAR VECTORED AGAIN. I DON'T REMEMBER ANYTHING UNUSUAL OR BEING ASKED TO MAKE AN OM CALL. CONDITIONS WEREN'T IMPROVING RAPIDLY ENOUGH AND WE FOUND OUT ONE OF OUR AGENTS WAS ALREADY AT THE ALTERNATE SO WE WENT THERE. NO ONE ASKED US TO CALL ABOUT THE OM CALL OR THE LOW APCHS UNTIL LATE IN THE DAY.
