Narrative:
In radar contact, descending into kpsp, opposite direct traffic, small aircraft Y was given a traffic alert by palm springs TRACON. I did not see small aircraft Y until he went into a left bank away from our track. The controller said that my altitude was incorrect for the direction of flight. I responded that the hemispherical rule applied to cruise only, and I was descending as he could plainly see via my mode C transmissions.

Title: SMA X FAILED TO INFORM CTLR OF DSCNT FROM ARSA ASSIGNED VFR ALT HAD CONFLICT WITH SMA Y. SMA Y EVASIVE ACTION TAKEN. SEE AND AVOID CONCEPT.
Narrative: IN RADAR CONTACT, DSNDING INTO KPSP, OPPOSITE DIRECT TFC, SMA Y WAS GIVEN A TFC ALERT BY PALM SPRINGS TRACON. I DID NOT SEE SMA Y UNTIL HE WENT INTO A L BANK AWAY FROM OUR TRACK. THE CTLR SAID THAT MY ALT WAS INCORRECT FOR THE DIRECTION OF FLT. I RESPONDED THAT THE HEMISPHERICAL RULE APPLIED TO CRUISE ONLY, AND I WAS DSNDING AS HE COULD PLAINLY SEE VIA MY MODE C TRANSMISSIONS.
