Narrative:

Air carrier X at FL280 was issued a descent to FL240. Air carrier Z at FL280 read back to clearance. Transmission was weak and garbled. Bad readback was not heard. Separation lost with aircraft Y at FL270. Air carrier Z was 300 mi from his destination and should not have descended without questioning the clearance. If air carrier Z had been TCAS equipped he would not have descended.
