Narrative:

Air carrier X landed runway 31R, and slowed to exit at D. I instructed, air carrier X to turn left, taxi left inner and contact ground control when clear. Air carrier X turned and stopped, then contacted ground control. Aircraft Y short final sent around. Air carrier X did not follow ATC instructions. No other aircraft on taxiways a factor. This is not an isolated incident. Aircraft are always issued turns onto the taxiways to clear the runway. It is not uncommon for the foreign carriers to turn and stop. ICAO procedures needed.
