Narrative:

After a departure aircraft passed taxiway intxns H, G, and F, the local departure controller gave approval for the local arrival controller to cross 1 aircraft at each of the intxns. The local arrival controller gave verbal clearance followed by the corresponding green stop bar light. At taxiway F the air carrier X aircraft crossed right on the tail of the first without verbal clearance issued to the second. Because of the 20 second delay for the stop bar light to return to red and the first aircraft at that intersection was an light transport and may have crossed rather quickly I can only assume that the air carrier X aircraft crossed because the lights were still green. Local arrival controller advised the local departure controller not to roll the next departure.

Title: ACR X UNAUTHORIZED RWY XING.

Narrative: AFTER A DEP ACFT PASSED TAXIWAY INTXNS H, G, AND F, THE LCL DEP CTLR GAVE APPROVAL FOR THE LCL ARR CTLR TO CROSS 1 ACFT AT EACH OF THE INTXNS. THE LCL ARR CTLR GAVE VERBAL CLRNC FOLLOWED BY THE CORRESPONDING GREEN STOP BAR LIGHT. AT TAXIWAY F THE ACR X ACFT CROSSED RIGHT ON THE TAIL OF THE FIRST WITHOUT VERBAL CLRNC ISSUED TO THE SECOND. BECAUSE OF THE 20 SECOND DELAY FOR THE STOP BAR LIGHT TO RETURN TO RED AND THE FIRST ACFT AT THAT INTXN WAS AN LTT AND MAY HAVE CROSSED RATHER QUICKLY I CAN ONLY ASSUME THAT THE ACR X ACFT CROSSED BECAUSE THE LIGHTS WERE STILL GREEN. LCL ARR CTLR ADVISED THE LCL DEP CTLR NOT TO ROLL THE NEXT DEP.
