Narrative:

On 2/92 I was working the departure east radar position at orlando ATCT. I issued instructions to cpr X to turn left heading 340, join J53, climb and maintain 12000. I immediately answered a line to miami center and did not hear cpr X read back anything different. I changed cpr X to jacksonville center frequency. When he checked in with jacksonville center he reported climbing to 13000.

I IMMEDIATELY ANSWERED A LINE TO MIAMI CTR AND DID NOT HEAR CPR X READ BACK ANYTHING DIFFERENT. I CHANGED CPR X TO JACKSONVILLE CTR FREQ. WHEN HE CHKED IN WITH JACKSONVILLE CTR HE RPTED CLBING TO 13000.
