Narrative:

I am a radar approach controller at grb ATCT. On 1/X/92 for 25 min maintenance personnel shutdown the ARTS portion of our radar for routine maintenance. There were several checks being done. There were periods of time I had only primary returns, occasionally no return, sometimes cenrap, sometimes no display at all, etc. The display kept changing. When I'm working live air traffic I don't think maintenance should take the equipment for their convenience. This produces a safety threat to the flying public. Our facility is closed between XA00 and XB00. These routine maintenance checks should be done when we are closed!

Narrative: I AM A RADAR APCH CTLR AT GRB ATCT. ON 1/X/92 FOR 25 MIN MAINT PERSONNEL SHUTDOWN THE ARTS PORTION OF OUR RADAR FOR ROUTINE MAINT. THERE WERE SEVERAL CHKS BEING DONE. WHEN I'M WORKING LIVE AIR TFC I DON'T THINK MAINT SHOULD TAKE THE EQUIP FOR THEIR CONVENIENCE. THIS PRODUCES A SAFETY THREAT TO THE FLYING PUBLIC. OUR FACILITY IS CLOSED BTWN XA00 AND XB00. THESE ROUTINE MAINT CHKS SHOULD BE DONE WHEN WE ARE CLOSED!
