Narrative:

I am a radar approach controller at grb ATCT. On 1/X/92 for 25 min maintenance personnel shutdown the ARTS portion of our radar for routine maintenance. There were several checks being done. There were periods of time I had only primary returns, occasionally no return, sometimes cenrap, sometimes no display at all, etc. The display kept changing. When I'm working live air traffic I don't think maintenance should take the equipment for their convenience. This produces a safety threat to the flying public. Our facility is closed between XA00 and XB00. These routine maintenance checks should be done when we are closed!

WHEN I'M WORKING LIVE AIR TFC I DON'T THINK MAINT SHOULD TAKE THE EQUIP FOR THEIR CONVENIENCE. THIS PRODUCES A SAFETY THREAT TO THE FLYING PUBLIC. OUR FACILITY IS CLOSED BTWN XA00 AND XB00. THESE ROUTINE MAINT CHKS SHOULD BE DONE WHEN WE ARE CLOSED!
