Narrative:

I was CFI on training flight. Small aircraft X approaching bjc air traffic area from the south. Student radio/communicated to bjc we were inbound from the south and bjc came back to remain clear of air traffic area until they called. We did 360 degree holds for about 3-4 mins outside air traffic area. Bjc workload was very heavy. Upon callback to us we were told to report right downwind for runway 11R, I acknowledged and also added it was a touch and go. We were told to follow traffic that was also touch and go on runway 11R. Sequence to land and landing and retkof were uneventful. On the upwind leg I requested to depart the pattern to the south. The controller came back with, he was expecting us to make a full stop. Odd I thought he was expecting a full stop when not only I specifically requested touch and go, and also runway 11R is the primary touch and go runway with right traffic. Has been for the 13 yrs I've flown in the area. I again requested to depart the air traffic area to the south, and was again queried on my not coming to a full stop and if I understood what the difference was. I indeed do and stated such. The controller then went on to direct traffic still not wanting to grant our request for the south departure which since by that time we had almost flown out of the air traffic area to the south anyhow on the crosswind. We proceeded without incident. This controller was extremely abrasive and I can not figure out why we would have been a problem for not stopping. Requested a touch and go and assumed a 'cleared to land' was permission to complete what was requested.

HAS BEEN FOR THE 13 YRS I'VE FLOWN IN THE AREA. I AGAIN REQUESTED TO DEPART THE ATA TO THE S, AND WAS AGAIN QUERIED ON MY NOT COMING TO A FULL STOP AND IF I UNDERSTOOD WHAT THE DIFFERENCE WAS. I INDEED DO AND STATED SUCH. THE CTLR THEN WENT ON TO DIRECT TFC STILL NOT WANTING TO GRANT OUR REQUEST FOR THE S DEP WHICH SINCE BY THAT TIME WE HAD ALMOST FLOWN OUT OF THE ATA TO THE S ANYHOW ON THE XWIND. WE PROCEEDED WITHOUT INCIDENT. THIS CTLR WAS EXTREMELY ABRASIVE AND I CAN NOT FIGURE OUT WHY WE WOULD HAVE BEEN A PROBLEM FOR NOT STOPPING. REQUESTED A TOUCH AND GO AND ASSUMED A 'CLRED TO LAND' WAS PERMISSION TO COMPLETE WHAT WAS REQUESTED.
