Narrative:

An aircraft was leased to company for their use. In accord with the lease FBO provided a pilot. The use by company of this aircraft was terminated upon a ramp inspection by FAA officials, after said officials determined that FBO did not hold an air carrier operating certificate or operations specifications and threatened company pilot with a violation. Callback conversation with reporter revealed the following information: reporter states an individual leased the aircraft to company. Under a pilot service agreement FBO supplied the pilot. This is normal procedure for operating this aircraft in daily operations. Somehow the FAA is taking exception to company use of aircraft. FBO is working with an attorney. Analyst view: situation is vague.

Title: FBO OPERATOR RPTS PROBLEM WITH FAA VIEWPOINT ON LEASED ACFT BY SOMEONE ELSE TO A COMPANY FOR WHOM FBO SUPPLIED PLT.

Narrative: AN ACFT WAS LEASED TO COMPANY FOR THEIR USE. IN ACCORD WITH THE LEASE FBO PROVIDED A PLT. THE USE BY COMPANY OF THIS ACFT WAS TERMINATED UPON A RAMP INSPECTION BY FAA OFFICIALS, AFTER SAID OFFICIALS DETERMINED THAT FBO DID NOT HOLD AN ACR OPERATING CERTIFICATE OR OPS SPECS AND THREATENED COMPANY PLT WITH A VIOLATION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES AN INDIVIDUAL LEASED THE ACFT TO COMPANY. UNDER A PLT SVC AGREEMENT FBO SUPPLIED THE PLT. THIS IS NORMAL PROC FOR OPERATING THIS ACFT IN DAILY OPS. SOMEHOW THE FAA IS TAKING EXCEPTION TO COMPANY USE OF ACFT. FBO IS WORKING WITH AN ATTORNEY. ANALYST VIEW: SITUATION IS VAGUE.
