Narrative:

I was providing OJT to a radar trainee. A WX front was passing through our sector. Aircraft were deviating and requesting lower altitude to avoid turbulence. Aircraft a checked on frequency requesting deviation and was approved. He was at FL230. Later aircraft B checked on frequency. He was level FL240 which was wrong altitude for direction for the LOA. Trainee issued aircraft a clearance to cross pie VORTAC at FL210. Aircraft a did not descend immediately nor was he required to do so. Aircraft B was descended to FL230 to comply with LOA. Aircraft a finished deviating and turned into aircraft B. Conflict alert activated and aircraft a was descended to FL210 with expedite. At this point I took over and vectored both aircraft apart and requested aircraft a to report leaving FL220. Separation was lost before reaching FL220 or reaching 5 mi lateral. Supplemental information from acn 200204: my attention was taken for several moments because of a couple other traffic situations on the other side of the scope. The controller on the adjacent sector was being difficult about working with me to resolve those situations. In the meantime separation was lost.

ACFT A FINISHED DEVIATING AND TURNED INTO ACFT B. CONFLICT ALERT ACTIVATED AND ACFT A WAS DSNDED TO FL210 WITH EXPEDITE. AT THIS POINT I TOOK OVER AND VECTORED BOTH ACFT APART AND REQUESTED ACFT A TO RPT LEAVING FL220. SEPARATION WAS LOST BEFORE REACHING FL220 OR REACHING 5 MI LATERAL. SUPPLEMENTAL INFO FROM ACN 200204: MY ATTN WAS TAKEN FOR SEVERAL MOMENTS BECAUSE OF A COUPLE OTHER TFC SITUATIONS ON THE OTHER SIDE OF THE SCOPE. THE CTLR ON THE ADJACENT SECTOR WAS BEING DIFFICULT ABOUT WORKING WITH ME TO RESOLVE THOSE SITUATIONS. IN THE MEANTIME SEPARATION WAS LOST.
