Narrative:

While en route from chino to santa monica, on V-186, just prior to darts intersection, communicating with burbank approach on 136.05, we were speaking to a female controller. Just prior to crossing darts intersection, we received a questionable clearance from a male voice, giving us an airspeed change and a heading change. When we questioned the female controller, we were informed that she was the only voice handling the frequency. We strongly suspect an unauthorized transmission on this frequency. Note: inspector at lax FSDO was informed. Note: commuter light transport with cockpit voice recorder was behind us on the VOR at smo. Mr. Inspector was informed of this.

Narrative: WHILE ENRTE FROM CHINO TO SANTA MONICA, ON V-186, JUST PRIOR TO DARTS INTXN, COMMUNICATING WITH BURBANK APCH ON 136.05, WE WERE SPEAKING TO A FEMALE CTLR. JUST PRIOR TO XING DARTS INTXN, WE RECEIVED A QUESTIONABLE CLRNC FROM A MALE VOICE, GIVING US AN AIRSPD CHANGE AND A HDG CHANGE. WHEN WE QUESTIONED THE FEMALE CTLR, WE WERE INFORMED THAT SHE WAS THE ONLY VOICE HANDLING THE FREQ. WE STRONGLY SUSPECT AN UNAUTHORIZED XMISSION ON THIS FREQ. NOTE: INSPECTOR AT LAX FSDO WAS INFORMED. NOTE: COMMUTER LTT WITH COCKPIT VOICE RECORDER WAS BEHIND US ON THE VOR AT SMO. MR. INSPECTOR WAS INFORMED OF THIS.
