Narrative:
Air carrier X departing runway 14, small aircraft Y landing runway 4. Small aircraft Y didn't make it across runway 14 before air carrier X started takeoff roll. Unusually high winds gusting to 30 KTS caused the small aircraft Y to be very slow on final. Additionally, there were 8-10 pilots in the cabin on a tour, their guide was temporarily detained and they were unusually loud and distracting. I didn't watch to see that the required separation was met.

Title: ACR X TKOF ON OCCUPIED RWY HAD LTSS FROM SMA Y. SYS ERROR.
Narrative: ACR X DEPARTING RWY 14, SMA Y LNDG RWY 4. SMA Y DIDN'T MAKE IT ACROSS RWY 14 BEFORE ACR X STARTED TKOF ROLL. UNUSUALLY HIGH WINDS GUSTING TO 30 KTS CAUSED THE SMA Y TO BE VERY SLOW ON FINAL. ADDITIONALLY, THERE WERE 8-10 PLTS IN THE CABIN ON A TOUR, THEIR GUIDE WAS TEMPORARILY DETAINED AND THEY WERE UNUSUALLY LOUD AND DISTRACTING. I DIDN'T WATCH TO SEE THAT THE REQUIRED SEPARATION WAS MET.
