Narrative:

Flew into super cool water. Froze on airplane unable to maintain altitude because of the ice. Cause: unknown temperature and heavy rain that was super cool. Callback conversation with reporter revealed the following information. Reporter states he was at 700 ft on downwind of NDB circle approach when ice was encountered. Strange WX phenomena existed. Inversion layer with freezing level at 6000 ft, then a warming on descent and zap into the super cool rain at 700 ft with surface temperature of 36 degree. Ice formed on top of leading edge and destroyed lift. Could not make the airport even though so close. Caught and sheared wing on telephone pole on the landing. Reporter uses his small transport to commute to work as air carrier pilot. He thought he had experienced everything in unusual WX until this incident.

Title: SMT PLT ENCOUNTERS ICING AT 700 FT AGL ON APCH. OFF ARPT LNDG.

Narrative: FLEW INTO SUPER COOL WATER. FROZE ON AIRPLANE UNABLE TO MAINTAIN ALT BECAUSE OF THE ICE. CAUSE: UNKNOWN TEMP AND HVY RAIN THAT WAS SUPER COOL. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. RPTR STATES HE WAS AT 700 FT ON DOWNWIND OF NDB CIRCLE APCH WHEN ICE WAS ENCOUNTERED. STRANGE WX PHENOMENA EXISTED. INVERSION LAYER WITH FREEZING LEVEL AT 6000 FT, THEN A WARMING ON DSCNT AND ZAP INTO THE SUPER COOL RAIN AT 700 FT WITH SURFACE TEMP OF 36 DEG. ICE FORMED ON TOP OF LEADING EDGE AND DESTROYED LIFT. COULD NOT MAKE THE ARPT EVEN THOUGH SO CLOSE. CAUGHT AND SHEARED WING ON TELEPHONE POLE ON THE LNDG. RPTR USES HIS SMT TO COMMUTE TO WORK AS ACR PLT. HE THOUGHT HE HAD EXPERIENCED EVERYTHING IN UNUSUAL WX UNTIL THIS INCIDENT.
