Narrative:

En route from teb to mdw at cruise altitude of 31000 ft level and autoplt engaged using VLF navigation. Captain's primary instrument vg, dg, flight director and autoplt failed and all flagged. I immediately tried to regain control of aircraft but a high pitch up attitude was created and I was unable to stop the climb prior to going through 31500 and then through 30500 before leveling the aircraft at 31000. After using our checklist we were unable to regain my dg and vg therefore we called center and return to teb which was VFR. We descended to a lower altitude and went into holding to burn down fuel to get to authorized landing weight. Landed at teb uneventfully.
