Narrative:

The problem is landing at an airport that has been closed by a NOTAM. We use the mansfield airport (3f3) on a regular basis to pick up board members. The airport was notamed closed. Many times on talking with FSS I am not given NOTAMS without asking. I was advised by ZFW and secondly by shv approach that 3f3 was notamed closed but they did not know actual condition of the field. Because the passenger were there and the delay of at least 1 hour, I talked on unicom to the airport manager. He advised that he had had some traffic on runway 21. If it looked alright to me I could use it. I made a low pass and it looked ok. I landed on it and made my pickup and then departed. At no time was safety compromised. After departing I wondered about whether I had actually broken any regulations. It seemed that the airport manager could make the field available at his discretion. Because of the shorter legs prior to this landing, they were handled VFR. I had put the last leg IFR (from 3f3 to btr) on fast file deridder with a call back number. It would seem that the FSS would have called back with the NOTAM. I am a frequent user of fast file and FSS always calls if they have a question.

Title: CORP PLT LANDS ON RWY NOTAMED CLOSED.

Narrative: THE PROBLEM IS LNDG AT AN ARPT THAT HAS BEEN CLOSED BY A NOTAM. WE USE THE MANSFIELD ARPT (3F3) ON A REGULAR BASIS TO PICK UP BOARD MEMBERS. THE ARPT WAS NOTAMED CLOSED. I MADE A LOW PASS AND IT LOOKED OK. I LANDED ON IT AND MADE MY PICKUP AND THEN DEPARTED. AT NO TIME WAS SAFETY COMPROMISED. AFTER DEPARTING I WONDERED ABOUT WHETHER I HAD ACTUALLY BROKEN ANY REGS. IT SEEMED THAT THE ARPT MGR COULD MAKE THE FIELD AVAILABLE AT HIS DISCRETION. BECAUSE OF THE SHORTER LEGS PRIOR TO THIS LNDG, THEY WERE HANDLED VFR.
