Narrative:

Dtw visibility was 1/4 mi, with 800 ft RVR. Airport was conducting approachs to runway 3L/CAT III despite a NOTAM saying threshold lights for wry 3L were OTS. On the FLIP side, runway 3R, which is now approved for CAT III operations, was not being used for approachs due to a non notamed problem with lighting per the ATIS. Bottom line: the airport was only CAT I capable but CAT ii/III approachs were being conducted off and on throughout the morning. Suggestion: NOTAMS and operation must match.

BOTTOM LINE: THE ARPT WAS ONLY CAT I CAPABLE BUT CAT II/III APCHS WERE BEING CONDUCTED OFF AND ON THROUGHOUT THE MORNING. SUGGESTION: NOTAMS AND OP MUST MATCH.
