Narrative:

We were level at 11000 ft when approach control said mode C reads 11500 descend right now to 11000 ft. I told the controller we were at 11000. She replied my mode C still read 11500 descend to 11000 right now. So I descended to 10500. I checked with controllers the rest of the trip to tallahassee, fl, and mode C was off 200-300 ft.
