Narrative:
ATIS reporting visibility variable 1/4 to 3/8 and tower visibility 2 mi. Outside marker tower advised, 'tower visibility 2 mi cleared to land.' upon further consultation of manual found that if reported visibility and tower visibility are different that lower value of the 2 must be used making the approach and landing in below min conditions.

Narrative: ATIS RPTING VISIBILITY VARIABLE 1/4 TO 3/8 AND TWR VISIBILITY 2 MI. OUTSIDE MARKER TWR ADVISED, 'TWR VISIBILITY 2 MI CLRED TO LAND.'
