Narrative:

Landing bwi, using a northwest operation landing 33L and right. ATIS calling winds 230 at 13 KTS. On final, I asked tower to verify winds. Reply was, '230 at 17.' moderate chop all the way down to touchdown. It appears baltimore's noise abatement procedures are compromising safety.

Narrative: LNDG BWI, USING A NW OP LNDG 33L AND R. ATIS CALLING WINDS 230 AT 13 KTS. ON FINAL, I ASKED TWR TO VERIFY WINDS. REPLY WAS, '230 AT 17.' MODERATE CHOP ALL THE WAY DOWN TO TOUCHDOWN. IT APPEARS BALTIMORE'S NOISE ABATEMENT PROCS ARE COMPROMISING SAFETY.
