Narrative:

Assigned runway 12L for departure. Tower cleared an medium large transport ahead of us for takeoff and our flight into position to hold, keep departing medium large transport in sight. We were cleared for takeoff reference the medium large transport ahead of us, at approximately 300-400 AGL approaching departure end of runway 12L we both saw an small transport above and slightly ahead of us. The tower had assigned our flight heading 095 when takeoff clearance was issued, at the point we sighted the small transport I had just changed frequency from tower (120.05) to departure (119.5). We stopped our rate of climb and turned to avoid closer encounter. I inquired of the controller where the small transport came from and he said 12R. If we had been flying a high performance medium large transport with greater performance or the small transport had not been using strobe lights, we would have come much closer than we did to the traffic. The problem resulted from st louis having a very strong swind that night. The small transport used the full length or nearly full length and maintained runway heading or something close to it. The ground track of the small transport due to strong wind caused that aircraft to drift over runway 12L. No correction to ground track was apparently issued by tower. Small transport crew possibly did not respond to instructions from ATC. Separate frequency for 12L/right and separate or different (tower) frequency for departure control.

Title: SLOWER SMT ON TKOF DRIFTED FROM 12R INTO DEP PATH OF MLG TAKING OFF ON 12L.

Narrative: ASSIGNED RWY 12L FOR DEP. TWR CLRED AN MLG AHEAD OF US FOR TKOF AND OUR FLT INTO POS TO HOLD, KEEP DEPARTING MLG IN SIGHT. WE WERE CLRED FOR TKOF REF THE MLG AHEAD OF US, AT APPROX 300-400 AGL APCHING DEP END OF RWY 12L WE BOTH SAW AN SMT ABOVE AND SLIGHTLY AHEAD OF US. THE TWR HAD ASSIGNED OUR FLT HDG 095 WHEN TKOF CLRNC WAS ISSUED, AT THE POINT WE SIGHTED THE SMT I HAD JUST CHANGED FREQ FROM TWR (120.05) TO DEP (119.5).
