Narrative:

I was PIC on a flight from cdc (cedar city) to salt lake city, ut, with an FAA inspector seated near the rear of aircraft. On landing at cdc we encountered light snow and a wet runway. After arriving at the gate and taking on 1 passenger, I noticed a thin layer of snow collecting on the wings. I had the first officer take a laminated checklist card 8 1/2 X 11 inches and scrape along both wings to verify that none of the light snow was adhering to the wings. We elected to taxi out and takeoff believing the snow would quickly blow off when the takeoff roll began. It was agreed that if the snow did not come free, the takeoff would be terminated at 80 KTS. At approximately 60 KTS I glanced back at the left wing and saw no contaminants adhering to the wing, and told the first officer who was conducting the takeoff, to continue. On arrival at salt lake city the FAA inspector came to the cockpit and announced there had been a thin coat of ice on rear portion of wings during takeoff. He seemed unhappy over the way the situation was handled. The takeoff was conducted at near gross weight and aircraft performed extremely well in the climb. Surface temperature at the time was approximately 33 degrees F.

Title: COMMUTER SMT MADE A TKOF FROM CDC WHILE IT WAS SNOWING WITHOUT DEICING THE WINGS. SNOW WAS OBSERVED TO BLOW OFF THE WING DURING TKOF ROLL BUT AN FAA INSPECTOR IN THE CABIN DISPUTED THIS AFTER ARR AT NEXT DEST.

AFTER ARRIVING AT THE GATE AND TAKING ON 1 PAX, I NOTICED A THIN LAYER OF SNOW COLLECTING ON THE WINGS. HE SEEMED UNHAPPY OVER THE WAY THE SITUATION WAS HANDLED. THE TKOF WAS CONDUCTED AT NEAR GROSS WT AND ACFT PERFORMED EXTREMELY WELL IN THE CLB. SURFACE TEMP AT THE TIME WAS APPROX 33 DEGS F.
