Narrative:

We were asked limits for flight. These were given as 30 passenger and 45 bags. Per the ramp operation form, initialed, we were loaded with 44 bags and 35 pounds in the cargo compartment. We had 29 passenger. According to these #south we were within both cg and weight limits. On takeoff, with the trim at the forward edge of the green range, the aircraft pitched sharply upward on rotation. Both pilots noted that the aircraft was extremely pitch sensitive. On landing the aircraft was very pitch sensitive. On the landing roll directional control was squirrely. The rdd ramper and captain counted the bags as they were taken off. On board were 52 bags. One was marked 'heavy,' and 2 were duffel bags, totally 55 bags. Additionally, there were 2 pieces of freight manifested at 51 pounds. This put the cargo load at 1343.5 pounds, or 130.5 pounds over maximum. This also caused the aircraft to be 100 plus pounds over maximum takeoff weight and out of cg (aft). On further examination, 8 bags were to go on the following flight and 3 were to go to rdm. Additionally, there was a dog boarded (part of the count) that the crew was not notified of. This is an extremely hazardous situation that could lead to an accident. Again the bag count was off by 11 bags and 16# (175+#). This caused us to overload the cargo compartment, exceed both maximum ramp and takeoff weights, and fly out of cg (aft).

AGAIN THE BAG COUNT WAS OFF BY 11 BAGS AND 16# (175+#). THIS CAUSED US TO OVERLOAD THE CARGO COMPARTMENT, EXCEED BOTH MAX RAMP AND TKOF WTS, AND FLY OUT OF CG (AFT).
