Narrative:

I would like to take this opportunity to advise you of an unsafe condition that exists everyday at company airlines. The problem we have now, is company selection of new hires for line maintenance. Quite a few of these new hire mechanics throughout the system do not hold a and P tickets. Please be aware that this goes against company's own policy set forth in standard practice. The unlicensed mechanic working line maintenance creates a very big burden for those of us holding tickets, as we are responsible for their inspections and work, even though sometimes we cannot inspect their work. As you know, working line maintenance, sometimes it's all we can do to keep up with our own workload and as you know, the unlicensed mechanic cannot and is not held responsible for accidents, however minor. Therefore an unsafe environment exists. Not only do we not want to sign for their work, we should not be forced to sign for them. Especially when we haven't the time to look and if you make a visit to cvg you will see that we are the ones answering to the FAA and upper management. You will also be amazed at the number of mechanics pulling inspections daily with no a and P, that's a number they can hang us with. This is a very serious issue that I hope somebody may address. I will be glad to produce any information regarding this issue.
