Narrative:

Small transport issued radar contact leaving 800 ft, was subsequently climbed to 11000 ft, instructed to proceed direct oak VOR join V6 resume own navigation. Small transport was switched to center frequency with no further coordination due to his rate of climb. It appeared the small transport would clear the adjacent facility's airspace with room to spare. The aircraft crossed the boundary climbing out of 10300 ft. Needed to be at or above 11000 ft. Adjacent facility had traffic at 10000 and they took evasive action. 8 mi and 300 ft separation. Note: these smts almost on a regular basis have leveled off in order to pick-up speed without informing ATC.

Title: POINTOUT NOT GIVEN TO ADJACENT MIL TRACON ON SMT. ACFT HDOF TO ARTCC AND PENETRATED ADJACENT APCH AIRSPACE CAUSING MIL APCH CTLR TO MOVE TFC TO PREVENT POTENTIAL CONFLICT.

Narrative: SMT ISSUED RADAR CONTACT LEAVING 800 FT, WAS SUBSEQUENTLY CLBED TO 11000 FT, INSTRUCTED TO PROCEED DIRECT OAK VOR JOIN V6 RESUME OWN NAV. SMT WAS SWITCHED TO CENTER FREQ WITH NO FURTHER COORD DUE TO HIS RATE OF CLB. IT APPEARED THE SMT WOULD CLR THE ADJACENT FACILITY'S AIRSPACE WITH ROOM TO SPARE. THE ACFT CROSSED THE BOUNDARY CLBING OUT OF 10300 FT. NEEDED TO BE AT OR ABOVE 11000 FT. ADJACENT FACILITY HAD TFC AT 10000 AND THEY TOOK EVASIVE ACTION. 8 MI AND 300 FT SEPARATION. NOTE: THESE SMTS ALMOST ON A REGULAR BASIS HAVE LEVELED OFF IN ORDER TO PICK-UP SPD WITHOUT INFORMING ATC.
