Narrative:

*Reporter departed the departure airport, having been informed the clearance delivery frequency was OTS. Reporter did not note that the clearance received with a void time was for his destination airport. After departure he attempted contact on the given frequency, which of course was wrong and in the ensuing delay flew into clouds prior to getting his requested IFR flight plan activated. Had not noticed the problem until airborne.

Title: SMA PLT DEPARTS DEP ARPT WITH WRONG CLRNC, ONE RELATIVE TO HIS DEST ARPT AND GOES IMC IN VFR FLT WHILE TRYING TO SORT OUT THE FLT PLAN FILED ERROR WITH APCH CTL.

Narrative: *RPTR DEPARTED THE DEP ARPT, HAVING BEEN INFORMED THE CLRNC DELIVERY FREQ WAS OTS. RPTR DID NOT NOTE THAT THE CLRNC RECEIVED WITH A VOID TIME WAS FOR HIS DEST ARPT. AFTER DEP HE ATTEMPTED CONTACT ON THE GIVEN FREQ, WHICH OF COURSE WAS WRONG AND IN THE ENSUING DELAY FLEW INTO CLOUDS PRIOR TO GETTING HIS REQUESTED IFR FLT PLAN ACTIVATED. HAD NOT NOTICED THE PROBLEM UNTIL AIRBORNE.
