Narrative:

ATC controller gave frequency change to, quote, '391, change to cleveland center, frequency 134.77.' there was both an air carrier X and an air carrier Y 391 on frequency. After 3 radio calls from myself and the other pilot, the ATC controller stated, 'air carrier Y, stay on this frequency. 391 (again, company identifier not annunciated) change to 134.77.' controller never alerted the 2 aircraft to similar call signs. Controller consistently failed to use aircraft call signs in xmissions, and crews also seemed to be experiencing trouble eliciting informative ride reports from controller. 'Attitude' says it all.
