Narrative:
During the climb out and cleared to 15000 ft we encountered a pressurization problem at 13000 ft. We stopped the climb and started a descent to 11000 ft. After a few calls to jacksonville center we finally raised them when we were passing 10500 ft. There was no conflict but we did descend without a clearance.
