Narrative:

Single controller working midshift, third week in succession. Team mate sick. No replacement/substitution and no overtime called. All tower functions combined. All operations and responsibilities on 1 controller. Noise abatement procedures in effect. Numerous jet aircraft park on the east side of the airport and shall taxi to/from runway 132/31L, the west parallel runway. Runway 13L/31R closed for resurfacing. Taxi rtes are restr -- only 2 rtes open. Men and equipment working on 31L/31R. Repeated cautionary advisories to taxiing aircraft of vehicles through or near the available taxi route. Also, repeated calls for maintenance/construction vehicles crossing runway 18/36 which intersects 13L/31R and 13R/31L. Helicopter and propeller overflt aircraft. Tower and ground control traffic. Clearance delivery functions. Manual handoffs to dfw departure, due ARTS OTS. Fdio OTS, so manual strip writing of inbound aircraft. Numerous calls to ARTCC to get clrncs. Sightseeing flts. Hourly WX receipt and new ATIS cuts. Runway inspections by airport vehicles. Lots of traffic and too many distrs! Traffic count. Logs, etc. Radar/tower/ground/clearance/data -- all together. 60 operations total from XA00-XB00 am doesn't sound like much unless all of this is factored in. Callback conversation with reporter revealed the following information: the reporter stated facility management knew the controller assigned to the midshift was going to be out sick for 3 weeks due to injury. Recommended midshift staffing is 2 controllers. Management made to attempt to staff the midshift with a replacement controller.

RECOMMENDED MIDSHIFT STAFFING IS 2 CTLRS. MGMNT MADE TO ATTEMPT TO STAFF THE MIDSHIFT WITH A REPLACEMENT CTLR.
