Narrative:

We were 6 mi north of glenview NAS on the 002 degree radial at 2000 ft on final approach for runway 17. Other aircraft passed in front approximately 500 ft horizontal. Other plane was a single engine (low wing), white with blue trim. Neither aircraft made any evasive action and I do not believe the other aircraft ever saw us. We had just been cleared for a visual approach to NAS glenview and switched to tower frequency. Neither approach nor the tower notified us of the presence of the other aircraft. Upon landing and speaking with NAS glenview tower, we determined the other aircraft had not checked in with them and they were not aware of his presence. Since we were just outside of the air traffic area that did not surprise us. We were never told by chicago ATC of the other aircraft. As a corrective action I would recommend that chicago approach not switch arriving aircraft to tower frequency until inside the air traffic area unless absolutely certain of no traffic conflicts. The other aircraft was flying eastbound at the same altitude (2000 ft) and passed perpendicular to our flight path. Other possible corrective action would be to always fly an instrument approach into the busy chicago TCA.

WE HAD JUST BEEN CLRED FOR A VISUAL APCH TO NAS GLENVIEW AND SWITCHED TO TWR FREQ. NEITHER APCH NOR THE TWR NOTIFIED US OF THE PRESENCE OF THE OTHER ACFT. UPON LNDG AND SPEAKING WITH NAS GLENVIEW TWR, WE DETERMINED THE OTHER ACFT HAD NOT CHKED IN WITH THEM AND THEY WERE NOT AWARE OF HIS PRESENCE. SINCE WE WERE JUST OUTSIDE OF THE ATA THAT DID NOT SURPRISE US. WE WERE NEVER TOLD BY CHICAGO ATC OF THE OTHER ACFT. AS A CORRECTIVE ACTION I WOULD RECOMMEND THAT CHICAGO APCH NOT SWITCH ARRIVING ACFT TO TWR FREQ UNTIL INSIDE THE ATA UNLESS ABSOLUTELY CERTAIN OF NO TFC CONFLICTS. THE OTHER ACFT WAS FLYING EBOUND AT THE SAME ALT (2000 FT) AND PASSED PERPENDICULAR TO OUR FLT PATH. OTHER POSSIBLE CORRECTIVE ACTION WOULD BE TO ALWAYS FLY AN INST APCH INTO THE BUSY CHICAGO TCA.
