Narrative:

I approached deer valley from the south (biltmore transition) contacted tower (deer valley) on 118.4 with ATIS and was instructed to enter left base for runway 25L. Requested touch and go and another practice landing. Cleared to land 25L, instructed to make right traffic for 25R on takeoff and switch to tower frequency 120.2. Reported at downwind for 25R, was advised of traffic landing runway 25L. Cleared for landing 25R. Turned to base to final for runway 25R and rolled out directly into the setting sun. Runway 25R seemed slightly displaced to the right so I corrected and lined up on the centerline. All colors washed out with the sun and amber sunglasses. Proceeded to land on taxiway parallel to runway 25R. Yellow centerline became apparent at touchdown. Advised by tower to 180 and depart on 22R. Judgement was poor when attempting to line up on runway 25R in the glare of the sun, I could have gone around and requested landing on runway 4 as winds were calm. Second judgement problem was establishing the runway end identify lights. They should have been visible, even in the glare. A call by the tower that I appeared to be lined up on a taxiway would have been nice. Another judgement factor was I was receiving dual instruction and a chkout in the aircraft, a tendency is to feel that if anything does not look right the CFI will say something. Supplemental information from acn 191025. Small aircraft X landed on taxiway 'a'. Clearance issued for runway 25R touch and go. Current NASA published alert on taxiway 'a' advertised continuously on ATIS. Pilot advised could not see runway or REIL because sun obliterated his vision. This type of incident is an ongoing problem and is not considered rare or occasional.

Title: SMA X LANDED ON PARALLEL TAXIWAY. PLTDEV. TAXIWAY LOOKS LIKE RWY. NUMEROUS PREVIOUS INCIDENTS.

Narrative: I APCHED DEER VALLEY FROM THE S (BILTMORE TRANSITION) CONTACTED TWR (DEER VALLEY) ON 118.4 WITH ATIS AND WAS INSTRUCTED TO ENTER L BASE FOR RWY 25L. REQUESTED TOUCH AND GO AND ANOTHER PRACTICE LNDG. CLRED TO LAND 25L, INSTRUCTED TO MAKE R TFC FOR 25R ON TKOF AND SWITCH TO TWR FREQ 120.2. RPTED AT DOWNWIND FOR 25R, WAS ADVISED OF TFC LNDG RWY 25L. CLRED FOR LNDG 25R. TURNED TO BASE TO FINAL FOR RWY 25R AND ROLLED OUT DIRECTLY INTO THE SETTING SUN. RWY 25R SEEMED SLIGHTLY DISPLACED TO THE R SO I CORRECTED AND LINED UP ON THE CENTERLINE. ALL COLORS WASHED OUT WITH THE SUN AND AMBER SUNGLASSES. PROCEEDED TO LAND ON TAXIWAY PARALLEL TO RWY 25R. YELLOW CENTERLINE BECAME APPARENT AT TOUCHDOWN. ADVISED BY TWR TO 180 AND DEPART ON 22R. JUDGEMENT WAS POOR WHEN ATTEMPTING TO LINE UP ON RWY 25R IN THE GLARE OF THE SUN, I COULD HAVE GONE AROUND AND REQUESTED LNDG ON RWY 4 AS WINDS WERE CALM. SECOND JUDGEMENT PROBLEM WAS ESTABLISHING THE RWY END IDENT LIGHTS. THEY SHOULD HAVE BEEN VISIBLE, EVEN IN THE GLARE. A CALL BY THE TWR THAT I APPEARED TO BE LINED UP ON A TAXIWAY WOULD HAVE BEEN NICE. ANOTHER JUDGEMENT FACTOR WAS I WAS RECEIVING DUAL INSTRUCTION AND A CHKOUT IN THE ACFT, A TENDENCY IS TO FEEL THAT IF ANYTHING DOES NOT LOOK RIGHT THE CFI WILL SAY SOMETHING. SUPPLEMENTAL INFO FROM ACN 191025. SMA X LANDED ON TAXIWAY 'A'. CLRNC ISSUED FOR RWY 25R TOUCH AND GO. CURRENT NASA PUBLISHED ALERT ON TAXIWAY 'A' ADVERTISED CONTINUOUSLY ON ATIS. PLT ADVISED COULD NOT SEE RWY OR REIL BECAUSE SUN OBLITERATED HIS VISION. THIS TYPE OF INCIDENT IS AN ONGOING PROBLEM AND IS NOT CONSIDERED RARE OR OCCASIONAL.
