Narrative:

Patrol helicopter was converging on the fixed wing aircraft I was flying at approximately 110 degree to my left. I entered the evasive maneuver of a descending right turn. I believe the helicopter pilot could have kept a better lookout. Callback conversation with reporter revealed the following information: reporter stated that he was in uncontrolled airspace and about 1500-2000 ft from the bridge. He felt that the helicopter was not looking for traffic and came near to him while observing the pier by the bridge. He stated that he is being filed on violation for being too close to persons on the ground. He notes that there are no notations or symbols to indicate that this area should be treated as a congested area.

Title: NMAC BTWN SMA AND ROTARY WINGED TFC.

Narrative: PATROL HELI WAS CONVERGING ON THE FIXED WING ACFT I WAS FLYING AT APPROX 110 DEG TO MY L. I ENTERED THE EVASIVE MANEUVER OF A DSNDING R TURN. I BELIEVE THE HELI PLT COULD HAVE KEPT A BETTER LOOKOUT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE WAS IN UNCTLED AIRSPACE AND ABOUT 1500-2000 FT FROM THE BRIDGE. HE FELT THAT THE HELI WAS NOT LOOKING FOR TFC AND CAME NEAR TO HIM WHILE OBSERVING THE PIER BY THE BRIDGE. HE STATED THAT HE IS BEING FILED ON VIOLATION FOR BEING TOO CLOSE TO PERSONS ON THE GND. HE NOTES THAT THERE ARE NO NOTATIONS OR SYMBOLS TO INDICATE THAT THIS AREA SHOULD BE TREATED AS A CONGESTED AREA.
