Narrative:
Small aircraft X doing low approachs/touch-and-goes, cleared for option. Helicopter Y ready for takeoff. Small aircraft X 3000 ft down runway. I cleared helicopter Y for takeoff. Before small aircraft X cleared runway, he made a full stop. I should have either taxied helicopter Y into position or made sure small aircraft X had either began his takeoff roll or pinned the small aircraft X down (known his intentions).
