Narrative:

Clearance was to descend to 3000 ft and intercept localizer runway 9R on heading 060 degree. Momentarily between clouds sighted aircraft at 12 O'clock low, less than 1 mi, inbound to 9R. Immediately reduced speed and descent rate and heard zn unreadable, garbled transmission, then another garbled transmission, (2 blocked). Finally, approach control told us to go through localizer and maintain a 030 degree heading for traffic separation and to reduce airspeed. Later vectored to ILS for landing a definite potential for a midair without the visual sighting and with possibly 1 more blocked transmission.
