Narrative:
Air carrier X FL180 requesting higher, nebound. Other aircraft Y at FL190 also nebound. Both aircraft assigned present headings. Light thunderstorms in the area causing WX deviations. Air carrier X heading is 060 degree, other aircraft heading slightly to the north of air carrier X heading. Controller did not notice the aircraft slowly coming together until operational error occurred. Turn was issued to air carrier X and report asked for -- but not in sufficient time.
