Narrative:

On descent into dca we were given a clearance to kessel VOR then later to druzz intersection and to cross at 15000 ft. We set our VLF to druzz and backed it up with our vors and dual dmes. When we were approximately 30 mi from druzz both VLF and dmes agreed. When both dmes showed us about 6 mi from druzz we got a reversal on our VLF. Later at armel both dmes were going back and forth from 6 mi to 2 mi and back to 6 mi. Suspect armel VOR ground station error. Reported to washington center.
