Narrative:

Company policy is to call maintenance control before writing up any discrepancies on aircraft. After a flight during which 2 malfunctions occurred, I was told we were swapping our aircraft. I informed the oncoming pilot I had 2 grounding discrepancies and was going to call maintenance. He said he knew it, and had been told to bring the aircraft in to the maintenance base. When I turned my back to go to the telephone, he started up and taxied out for takeoff.

Title: COMMUTER LTT IS FLOWN TO THE MAINT BASE WITHOUT COMPLYING WITH MEL.

Narrative: COMPANY POLICY IS TO CALL MAINT CTL BEFORE WRITING UP ANY DISCREPANCIES ON ACFT. AFTER A FLT DURING WHICH 2 MALFUNCTIONS OCCURRED, I WAS TOLD WE WERE SWAPPING OUR ACFT. I INFORMED THE ONCOMING PLT I HAD 2 GNDING DISCREPANCIES AND WAS GOING TO CALL MAINT. HE SAID HE KNEW IT, AND HAD BEEN TOLD TO BRING THE ACFT IN TO THE MAINT BASE. WHEN I TURNED MY BACK TO GO TO THE TELEPHONE, HE STARTED UP AND TAXIED OUT FOR TKOF.
