Narrative:

Commuter X was at 16000 northbound on V459. Air carrier Y was on loop departure at 15000. I thought Y would be more than 5 mi in front of X so I issued normal speed and climb to FL230 to air carrier Y. When I realized it was not going to work, I turned Y to a 010 heading, and turned aircraft X 30 degree left.
