Narrative:
Approaching cedar lake VOR I was cleared to descend and cross cedar lake at 10000 ft. I was at 16000 ft at the time leaving 14000. I received a traffic alert from TCAS. The target was at 11:30 same altitude. I had to increase my descent rate and turn slightly to the right. The target passed approximately 700 ft above and 1 mi to my left. At that time ATC called traffic at 6 O'clock at 13000 ft.
