Narrative:

I was flying an sms rotary from buckeye lake, oh, to zanesville, oh. With my wife and 2 small children (ages 5 and 2). The helicopter is a 3 seat helicopter with only 2 approved seat belts. We fastened the children into the seat belts, 1 with the pilot and the other with the passenger (my wife). As we were cruising over the muskingum river my engine began to surge and the rotor RPM and engine RPM needle. I decided to try to land helicopter but couldn't find land so I did a hovering automatic into the muskingum river. I felt that as long as I had everybody strapped in I was on compliance with all FARS. No one was injured.

Title: ROTARY WINGED TFC ACFT MAKES AN EMER FORCED LNDG IN THE RIVER. RPTR HAS CONCERNS OVER HIS COMPLIANCE WITH THE FARS PERTAINING TO HIS PAX USE OF SEAT BELTS.

Narrative: I WAS FLYING AN SMS ROTARY FROM BUCKEYE LAKE, OH, TO ZANESVILLE, OH. WITH MY WIFE AND 2 SMALL CHILDREN (AGES 5 AND 2). THE HELI IS A 3 SEAT HELI WITH ONLY 2 APPROVED SEAT BELTS. WE FASTENED THE CHILDREN INTO THE SEAT BELTS, 1 WITH THE PLT AND THE OTHER WITH THE PAX (MY WIFE). AS WE WERE CRUISING OVER THE MUSKINGUM RIVER MY ENG BEGAN TO SURGE AND THE ROTOR RPM AND ENG RPM NEEDLE. I DECIDED TO TRY TO LAND HELI BUT COULDN'T FIND LAND SO I DID A HOVERING AUTO INTO THE MUSKINGUM RIVER. I FELT THAT AS LONG AS I HAD EVERYBODY STRAPPED IN I WAS ON COMPLIANCE WITH ALL FARS. NO ONE WAS INJURED.
