Narrative:

I was on an instrument flight plan landing san francisco. I landed normally on runway 28R and was told to exit at kilo and hold short of runway 28L. I acknowledged and complied with this instruction. While holding short of the left runway I heard an air carrier medium large transport aircraft Y, (which appeared to be in position on the left runway and holding), copy an amendment of its clearance. I then heard a clearance to cross the left runway. I acknowledged by saying something similar to 'abc cleared to cross the left.' prior to crossing the left runway I looked down the runway and saw the aircraft in position. It appeared to be motionless to me from my vantage point which was approximately 2/3 down a 11000' runway. I then proceeded to cross the runway, but air carrier Y was on the roll and rotated approximately 2000' prior to my runway crossing. The medium large transport Y pilot notified the controller immediately on the radio of the conflict. I taxied to parking and contacted the controller. Callback conversation with reporter revealed the following information. During callback, reporter indicated that the FAA is pursuing possible enforcement action. The reporter noted that there appeared to be a communication readback hearback problem with the local controller. He further emphasized that he read back the apparent clearance to cross runway 28L with his aircraft call sign and was not challenged. Subsequent discussion by the reporter with the ATCT supervisor indicated that he had not been cleared to cross runway 28L, and his readback of the clearance that he thought was for him, was garbled and unreadable on tape.

Narrative: I WAS ON AN INSTRUMENT FLT PLAN LNDG SAN FRANCISCO. I LANDED NORMALLY ON RWY 28R AND WAS TOLD TO EXIT AT KILO AND HOLD SHORT OF RWY 28L. I ACKNOWLEDGED AND COMPLIED WITH THIS INSTRUCTION. WHILE HOLDING SHORT OF THE L RWY I HEARD AN ACR MLG ACFT Y, (WHICH APPEARED TO BE IN POS ON THE L RWY AND HOLDING), COPY AN AMENDMENT OF ITS CLRNC. I THEN HEARD A CLRNC TO CROSS THE L RWY. I ACKNOWLEDGED BY SAYING SOMETHING SIMILAR TO 'ABC CLRED TO CROSS THE L.' PRIOR TO XING THE L RWY I LOOKED DOWN THE RWY AND SAW THE ACFT IN POS. IT APPEARED TO BE MOTIONLESS TO ME FROM MY VANTAGE POINT WHICH WAS APPROX 2/3 DOWN A 11000' RWY. I THEN PROCEEDED TO CROSS THE RWY, BUT ACR Y WAS ON THE ROLL AND ROTATED APPROX 2000' PRIOR TO MY RWY XING. THE MLG Y PLT NOTIFIED THE CTLR IMMEDIATELY ON THE RADIO OF THE CONFLICT. I TAXIED TO PARKING AND CONTACTED THE CTLR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO. DURING CALLBACK, RPTR INDICATED THAT THE FAA IS PURSUING POSSIBLE ENFORCEMENT ACTION. THE RPTR NOTED THAT THERE APPEARED TO BE A COM READBACK HEARBACK PROB WITH THE LCL CTLR. HE FURTHER EMPHASIZED THAT HE READ BACK THE APPARENT CLRNC TO CROSS RWY 28L WITH HIS ACFT CALL SIGN AND WAS NOT CHALLENGED. SUBSEQUENT DISCUSSION BY THE RPTR WITH THE ATCT SUPVR INDICATED THAT HE HAD NOT BEEN CLRED TO CROSS RWY 28L, AND HIS READBACK OF THE CLRNC THAT HE THOUGHT WAS FOR HIM, WAS GARBLED AND UNREADABLE ON TAPE.
