Narrative:

A student pilot, not endorsed for solo, indicated to part time dispatcher that he was endorsed for solo. He proceeded to take an small aircraft for a local training flight. On the first landing he must have landed hard. Aircraft received damage, substantial, to nose gear, propeller and engine mount. He was not endorsed for solo flight. He said to the FAA inspector that his flight instructor had ok'ed his solo verbally and that I would supervise said solo from the ground. I did not in any way encourage this thought nor did I ever indicate that this was the case. I spoke to his instructor and he never said to the student that I would do such a thing. I believe that the student mentioned has a ego problem. He had earlier indicated that he wanted his instructor to take him and 2 of the students friends so that they could experience the 'thrill' of steep turns and stalls. His instructor naturally declined such a flight. Preventive actions include: recurrent training for part and full time staff. Enforcing policies regarding aircraft rental and introducing a more bulletproof way of confirming pilot status, e.g., private pilot student pilot endorsed or not endorsed.

Title: STUDENT PLT ALLEGED HE WAS ENDORSED FOR SOLO. MADE HARD LNDG DAMAGING THE SMA ACFT. INSTRUCTOR DENIED SPI HAD BEEN APPROVED FOR SOLO.

Narrative: A STUDENT PLT, NOT ENDORSED FOR SOLO, INDICATED TO PART TIME DISPATCHER THAT HE WAS ENDORSED FOR SOLO. HE PROCEEDED TO TAKE AN SMA FOR A LCL TRAINING FLT. ON THE FIRST LNDG HE MUST HAVE LANDED HARD. ACFT RECEIVED DAMAGE, SUBSTANTIAL, TO NOSE GEAR, PROP AND ENG MOUNT. HE WAS NOT ENDORSED FOR SOLO FLT. HE SAID TO THE FAA INSPECTOR THAT HIS FLT INSTRUCTOR HAD OK'ED HIS SOLO VERBALLY AND THAT I WOULD SUPERVISE SAID SOLO FROM THE GND.
