Narrative:

The situation occurred when a GA aircraft operating in the pattern off brl did not transmit on CTAF. We taxied into position on the active runway and transmitted our intention to do so. No traffic was observed. As I lined my aircraft up for takeoff, a small single engine aircraft was observed on final. The aircraft went around and there was no conflict. The situation could have been avoided had the aircraft on final broadcast his intentions. We should also have been more vigilant in determining that final approach was clear. Since the active runway had a displaced threshold, the aircraft on final was higher than usual which made it more difficult to see.

Title: CLOSE PROX COMMUTER-LTT GA-SMA. COMMUTER TAXIING INTO POSITION AS SMA WAS ON APCH.

Narrative: THE SITUATION OCCURRED WHEN A GA ACFT OPERATING IN THE PATTERN OFF BRL DID NOT XMIT ON CTAF. WE TAXIED INTO POS ON THE ACTIVE RWY AND XMITTED OUR INTENTION TO DO SO. NO TFC WAS OBSERVED. AS I LINED MY ACFT UP FOR TKOF, A SMALL SINGLE ENG ACFT WAS OBSERVED ON FINAL. THE ACFT WENT AROUND AND THERE WAS NO CONFLICT. THE SITUATION COULD HAVE BEEN AVOIDED HAD THE ACFT ON FINAL BROADCAST HIS INTENTIONS. WE SHOULD ALSO HAVE BEEN MORE VIGILANT IN DETERMINING THAT FINAL APCH WAS CLR. SINCE THE ACTIVE RWY HAD A DISPLACED THRESHOLD, THE ACFT ON FINAL WAS HIGHER THAN USUAL WHICH MADE IT MORE DIFFICULT TO SEE.
