Narrative:

During ILS approach to hpn, approach controller handed us off to tower. Switched to tower frequency. Tower controller was busy with other traffic. Tower controller called us to see if we were on frequency and immediately issued traffic alert '1/4 mi, 12 O'clock.' we were immediately before overcast descending on G/south and on localizer approximately 1700'[ MSL. Aircraft was single engine small aircraft westbound past approximately 100' beneath our aircraft. No evasive due to close range. We had just descended below last layer of cloud.

Narrative: DURING ILS APCH TO HPN, APCH CTLR HANDED US OFF TO TWR. SWITCHED TO TWR FREQ. TWR CTLR WAS BUSY WITH OTHER TFC.
