Narrative:

Medium large transport came within 3 mi of each other with no altitude separation. I descended the medium large transport through the altitude of the MTR. I was not aware of the position of MTR. Callback conversation with reporter revealed the following information: reporter stated that incident took place 17 mi north of ric at FL220. The WX was VMC. The medium large transport was descended through the altitude of the mlt. Reporter also stated that he failed to scan his scope and overlooked the position of the mlt aircraft. He said no system error was processed. He did report the incident with his supervisor. Oedp did not activate.

Title: LOSS OF RADAR AND ALT SEPARATION BTWN 2 ACFT.

Narrative: MLG CAME WITHIN 3 MI OF EACH OTHER WITH NO ALT SEPARATION. I DSNDED THE MLG THROUGH THE ALT OF THE MTR. I WAS NOT AWARE OF THE POS OF MTR. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFORMATION: RPTR STATED THAT INCIDENT TOOK PLACE 17 MI N OF RIC AT FL220. THE WX WAS VMC. THE MLG WAS DSNDED THROUGH THE ALT OF THE MLT. RPTR ALSO STATED THAT HE FAILED TO SCAN HIS SCOPE AND OVERLOOKED THE POS OF THE MLT ACFT. HE SAID NO SYSTEM ERROR WAS PROCESSED. HE DID RPT THE INCIDENT WITH HIS SUPVR. OEDP DID NOT ACTIVATE.
