Advised by approach that small transport X inbound with landing gear problem. Small transport X made low pass. Nose gear was viewed and appeared to be not fully extended. Informed pilot of this condition. Small transport X talked to company. Came back to airport, landed and nose gear collapsed.

Narrative: ADVISED BY APCH THAT SMT X INBOUND WITH LNDG GEAR PROBLEM. SMT X MADE LOW PASS. NOSE GEAR WAS VIEWED AND APPEARED TO BE NOT FULLY EXTENDED. INFORMED PLT OF THIS CONDITION. SMT X TALKED TO COMPANY. CAME BACK TO ARPT, LANDED AND NOSE GEAR COLLAPSED.
