Narrative:

Prior to the scheduled departure, right engine it was found to be approximately 4 quarts low. The engine has a 12 quart system. The captain was advised and indicated that would be sufficient for the intended flight. The dipstick was returned and checked secure. The cowling closed. The engine were run up and found to be operating normally. A left turn on course was received and acknowledged. Climb power and climb checklists completed. Cruise power and cruise checklists completed. Contact with kansas city center was established. Shortly afterwards the captain noticed the right engine torque meter was fluctuating. The right engine oil pressure was then noticeably low, below green area but not to the lower limit. The captain notified the company station in enid and also notified ATC. The right engine low oil pressure annunciator light illuminated and the propeller was feathered and secured. ATC notified. The passenger briefed. Clearance to climb to 4000' MSL was received. The captain started a climb to 4000' MSL and declared an emergency. ATC asked if we would like to return to enid, woodring airport. The captain confirmed. Clearance to return was received. Vance AFB was contacted. Radar vector for enid woodring were received. Vance AFB informed that emergency vehs were waiting all pertinent emergency checklists and normal checklists were complied with. Cleared to contact woodring tower. Tower also advised that emergency vehs were standing by. The aircraft was landed by the captain west/O incident. Upon leaving the runway the left engine was shut down, the aircraft secured, and all occupants deplaned. Upon inspection of the right engine, the accessory case was found to be covered with engine oil. The rear of the nacelle and the aft inboard section of the wing was also covered with oil. The oil dipstick was found to be in its proper location with the securing tab placed aft and down. The aircraft was towed to the ramp. A non company mechanic inspected the engine and found it to 8 quarts low with 4 remaining in the engine. The engine was washed and started. The findings of the engine start and the findings of the company mechanics have not yet been made available to this crew member. The aircraft was however back in service the next day.

Title: COMMUTER SMT INFLT ENGINE SHUT DOWN AND DIVERSION DUE TO LOW OIL PRESSURE QUANTITY.

Narrative: PRIOR TO THE SCHEDULED DEP, R ENG IT WAS FOUND TO BE APPROX 4 QUARTS LOW. THE ENG HAS A 12 QUART SYS. THE CAPT WAS ADVISED AND INDICATED THAT WOULD BE SUFFICIENT FOR THE INTENDED FLT. THE DIPSTICK WAS RETURNED AND CHKED SECURE. THE COWLING CLOSED. THE ENG WERE RUN UP AND FOUND TO BE OPERATING NORMALLY. A L TURN ON COURSE WAS RECEIVED AND ACKNOWLEDGED. CLB PWR AND CLB CHKLISTS COMPLETED. CRUISE PWR AND CRUISE CHKLISTS COMPLETED. CONTACT WITH KANSAS CITY CTR WAS ESTABLISHED. SHORTLY AFTERWARDS THE CAPT NOTICED THE R ENG TORQUE METER WAS FLUCTUATING. THE R ENG OIL PRESSURE WAS THEN NOTICEABLY LOW, BELOW GREEN AREA BUT NOT TO THE LOWER LIMIT. THE CAPT NOTIFIED THE COMPANY STATION IN ENID AND ALSO NOTIFIED ATC. THE R ENG LOW OIL PRESSURE ANNUNCIATOR LIGHT ILLUMINATED AND THE PROP WAS FEATHERED AND SECURED. ATC NOTIFIED. THE PAX BRIEFED. CLRNC TO CLB TO 4000' MSL WAS RECEIVED. THE CAPT STARTED A CLB TO 4000' MSL AND DECLARED AN EMER. ATC ASKED IF WE WOULD LIKE TO RETURN TO ENID, WOODRING ARPT. THE CAPT CONFIRMED. CLRNC TO RETURN WAS RECEIVED. VANCE AFB WAS CONTACTED. RADAR VECTOR FOR ENID WOODRING WERE RECEIVED. VANCE AFB INFORMED THAT EMER VEHS WERE WAITING ALL PERTINENT EMER CHKLISTS AND NORMAL CHKLISTS WERE COMPLIED WITH. CLRED TO CONTACT WOODRING TWR. TWR ALSO ADVISED THAT EMER VEHS WERE STANDING BY. THE ACFT WAS LANDED BY THE CAPT W/O INCIDENT. UPON LEAVING THE RWY THE L ENG WAS SHUT DOWN, THE ACFT SECURED, AND ALL OCCUPANTS DEPLANED. UPON INSPECTION OF THE R ENG, THE ACCESSORY CASE WAS FOUND TO BE COVERED WITH ENG OIL. THE REAR OF THE NACELLE AND THE AFT INBOARD SECTION OF THE WING WAS ALSO COVERED WITH OIL. THE OIL DIPSTICK WAS FOUND TO BE IN ITS PROPER LOCATION WITH THE SECURING TAB PLACED AFT AND DOWN. THE ACFT WAS TOWED TO THE RAMP. A NON COMPANY MECH INSPECTED THE ENG AND FOUND IT TO 8 QUARTS LOW WITH 4 REMAINING IN THE ENG. THE ENG WAS WASHED AND STARTED. THE FINDINGS OF THE ENG START AND THE FINDINGS OF THE COMPANY MECHS HAVE NOT YET BEEN MADE AVAILABLE TO THIS CREW MEMBER. THE ACFT WAS HOWEVER BACK IN SVC THE NEXT DAY.
