Narrative:
The problem arose when we were cleared down to 2300' and to join the localizer for 22. We were VMC at the time. When we got to 2300', I noticed we were about 1200-1400' AGL on the radar altimeter. At that instant, the controller revised his clearance to joint the localizer at 3200', so we climbed up. Airport was VFR 4000'/12 mi, so we did not review approach procedure. We also thought 2300' was minimum vectoring altitude till I saw the radar altimeter.
